செப்டம்பர் 24ஆம் திகதி கொழும்பில்
நடைபெற்ற நிகழ்வில் அதிகாரப்பூர்வமாக அறிமுகப்படுத்தப்பட்டது. இந்த நிகழ்வில் பொலிஸ்

Laundering), டிஜிட்டல்

எல்லை தாண்டிய நிதி நடவடிக்கைகள் போன்றவை

New Forensic Accounting Faculty to Strengthen Fight Against Financial Crimes in Sri Lanka
Sri Lanka’s move to strengthen its capacity to combat
increasingly complex financial crimes has received praise from Inspector
General of Police (IGP) Priyantha Weerasuriya, who described the establishment
of a new forensic accounting and investigation faculty as a timely and
important initiative.
The Faculty of Forensic Accounting and Investigation,
established under the Institute of Chartered Accountants of Sri Lanka (CA Sri
Lanka), was officially launched at an event held on September 24.
IGP Priyantha Weerasuriya attended the event as the Chief
Guest and highlighted the growing need for professionally trained accountants
and forensic specialists to support law enforcement agencies in investigating
economic and financial crimes.
Growing Need for Forensic Accounting Expertise
Financial crimes have become increasingly sophisticated with
the rapid development of technology and digital financial systems.
Today, crimes such as financial fraud, cyber fraud, money
laundering and complex corporate misconduct can involve multiple
jurisdictions, digital platforms and sophisticated financial transactions.
Against this background, traditional investigative methods
alone may not always be sufficient to identify complex financial wrongdoing.
Forensic accounting combines accounting knowledge with
investigation, financial analysis and evidence-based reporting. It can help
investigators identify suspicious transactions, trace the movement of funds and
prepare financial findings that may be relevant to legal or regulatory
proceedings.
IGP Highlights Importance of Specialist Skills
Speaking at the launch, IGP Priyantha Weerasuriya said
highly trained professional accountants and forensic specialists are
increasingly important to Sri Lanka Police and other law enforcement agencies.
He noted that developing specialised human resources and
modern investigative capabilities can strengthen the country's ability to
respond to economic and financial crimes.
The IGP also stressed that forensic accounting skills should
be incorporated from the early stages of financial crime investigations,
rather than being introduced only after a case has become more complicated.
He further pointed out that protecting the country's
financial infrastructure is particularly important during Sri Lanka's ongoing
economic recovery.
Financial fraud can result in the loss of resources and may
also undermine confidence among investors and other stakeholders.
What Is Forensic Accounting?
Forensic accounting is a specialised field that
applies accounting, financial analysis and investigative techniques to cases
involving suspected fraud, financial misconduct and other irregularities.
Unlike conventional accounting, forensic accounting focuses
strongly on identifying financial evidence and explaining how transactions may
be connected.
Key areas can include:
- Identifying suspicious financial transactions
- Analysing financial records and irregularities
- Tracing the movement of funds
- Investigating suspected fraud
- Examining financial data and supporting documents
- Preparing professional reports for legal or regulatory proceedings
A forensic accountant may therefore require knowledge not
only of accounting and auditing, but also of law, data analytics,
investigation techniques, digital evidence and professional ethics.
Accountants and Auditors as the First Line of Defence
Deputy Inspector General of Police (DIG) of the Financial
Crimes Investigation Division, M.D.P. Dayaratne, also addressed the gathering.
He highlighted the important role played by accountants and
auditors in protecting the country's economic system.
Accountants and auditors often examine financial information
before law enforcement officers become involved in a case. For this reason,
financial professionals need to look beyond routine compliance and develop a forensic
mindset when dealing with potentially suspicious transactions.
Such an approach can help identify unusual financial
patterns at an earlier stage and potentially assist subsequent investigations.
Digital Technology Is Changing Financial Crime
The increasing use of digital platforms has also changed the
nature of financial crime.
According to CA Sri Lanka President Tishan Subasinghe,
fraudulent activities can now move rapidly through technology networks and
cloud-based systems.
This means that modern financial investigations increasingly
require knowledge of both accounting and technology.
Digital evidence may include information from computers,
mobile devices, electronic communications, financial platforms and cloud
systems. Proper collection, preservation and analysis of such information can
be important when digital evidence is relevant to an investigation.
As a result, Digital Forensics is becoming an
increasingly important component of modern financial investigations.
Two New Professional Programmes
As part of the initiative, two new educational programmes
are scheduled to be introduced from October 2026:
- Certified Professional Forensic Investigator (CPFI)
- Digital Forensics for Finance Professionals
The programmes are intended to strengthen professional
knowledge in areas such as financial crime investigation, fraud risk
management, digital forensics, data analysis and investigative procedures.
The initiative is also aimed at developing professionals
capable of producing reliable and properly documented evidence that can
potentially be presented before courts and regulatory authorities.
Why the Initiative Matters to Sri Lanka
Sri Lanka's financial and economic recovery depends not only
on financial growth but also on confidence in the country's financial
institutions, regulatory systems and corporate environment.
Effective detection and investigation of financial
misconduct can contribute to greater accountability, transparency and good
governance.
At the same time, tackling modern financial crime requires
cooperation between several professional fields, including:

The establishment of the Faculty of Forensic Accounting and

and sophisticated, Sri Lanka needs professionals who can understand both
financial records and the digital environment in which modern transactions take
place.
The new faculty established by CA Sri Lanka is intended to
contribute to that need by developing expertise in forensic accounting,
financial investigation and digital forensics.
The initiative could therefore provide an additional
professional pathway for accountants, auditors and finance professionals
seeking specialised knowledge in financial crime investigation, while also
supporting the wider need for skilled human resources in Sri Lanka's financial
and law-enforcement sectors.
